CCTV News: Today, the State Council Office of the People's Republic of China held a press conference, where the Ministry of Transport introduced China's efforts to improve the efficiency of comprehensive transportation networks and reduce transportation logistics costs.


Wu Chungeng, spokesperson for the Ministry of Transport, introduced that the Ministry of Transport has developed a "Work Plan for Improving the Efficiency of Comprehensive Transportation Networks", striving to promote the expansion of transportation network encryption, efficient integration of comprehensive connections, upgrading of transportation services, and deepening the application of intelligent technology through three years of efforts. The comparative advantages and combination efficiency of various transportation methods are further utilized, and the efficiency of comprehensive transportation networks is significantly improved.


This year, the Ministry of Transport will make positive progress in improving the efficiency of the comprehensive transportation network by constructing a number of key projects, optimizing transportation organization, promoting information openness and sharing, and improving work mechanisms


One is to promote the construction of a high-quality comprehensive three-dimensional transportation network. Improve the "ten vertical and ten horizontal" comprehensive transportation channels, promote the construction of national logistics hubs, promote the construction of about 20 comprehensive passenger transport hubs and about 30 freight hubs, and improve the collection and distribution system of port and station hubs. Promote the cancellation of provincial toll stations on highways nationwide, vigorously promote the installation and use of ETCs, and promote fast and non-stop toll collection on highways.


The second is to accelerate the formation of an efficient comprehensive transportation service system. We will increase the transportation volume of bulk goods by railway and waterway, and deepen the implementation of multimodal transportation demonstration projects. This year, we will achieve an increase of over 15% in the volume of container rail water intermodal transportation in ports, and achieve information exchange and sharing of rail water intermodal transportation in major coastal and Yangtze River trunk ports.


The third is to enhance the modernization level of the industry's comprehensive governance system. Promote the pilot of comprehensive reform of transportation at the provincial and municipal levels, study and revise the Highway Law, Port Law, etc., and formulate and issue industry standards such as "Domestic Container Multimodal Transport Waybill" and "Multimodal Transport Electronic Waybill".


In terms of reducing transportation and logistics costs, in order to further reduce logistics costs, consolidate and expand the achievements of transportation and logistics cost reduction, the Ministry of Transport has developed the "Work Plan for Reducing Transportation and Logistics Costs", which will mainly carry out the following work:


One is to optimize the transportation structure and promote "structural" cost reduction. Accelerate the implementation of six major actions: improving railway transportation capacity, improving road freight management, upgrading water transportation systems, and accelerating multimodal transportation. Improve the construction of the national logistics hub network. In the near future, the Ministry of Transport and the Development and Reform Commission will jointly launch the first batch of national logistics hub layout construction. Promote the implementation of port collection and distribution projects, enhance the coverage of important port areas' inbound and outbound railways and highways, improve the integration and connection capacity of transportation, and facilitate the rapid loading and unloading of goods.


The second is to deepen the reform of "streamlining management and serving", and promote "institutional" cost reduction. Promote the establishment of a unified, open, and competitive market system, and organize the implementation of comprehensive reform pilot projects to reduce logistics costs and increase efficiency. Deepen the reform of comprehensive administrative law enforcement, guide local authorities to establish a comprehensive administrative law enforcement team for transportation, and issue regulations on transportation administrative law enforcement procedures. Promote streamlining administration and delegating power in the field of transportation and logistics, with a focus on promoting the implementation of work such as remote inspection of road freight vehicles and the integration of three inspections, and achieving online processing of annual audits of ordinary freight vehicles. Efforts will be made to address arbitrary fees, fines, and approvals. Reduce fees related to highways, ports, airports, and other fields.


The third is to strengthen technological innovation and application, and promote "technological" cost reduction. Develop "Internet plus" efficient logistics. Promote the standardization of freight vehicle models and accelerate the promotion and application of modular mid axle car trains and lightweight vehicle models. Accelerate the standardization and revision work in key areas such as rural logistics, cold chain logistics, and multimodal transportation. Promote the upgrading and improvement of the national transportation and logistics public information platform.


The fourth is to strengthen management and organizational innovation, and promote "managerial" cost reduction. Encourage the development of small and medium-sized freight enterprise alliances, innovate the organizational model and operational mechanism of enterprise alliances. Continuously promote the construction of green distribution demonstration projects. Improve the node system and service functions of rural logistics networks. Implement a "zero waiting time" report for ship navigation plans to minimize the waiting time for ships entering and leaving the port. Improve the transportation and logistics credit system, establish and improve the integrity archives of market entities, industry red and black list system, and market exit mechanism.


The fourth is to strengthen management and organizational innovation, and promote "managerial" cost reduction. Encourage the development of small and medium-sized freight enterprise alliances, innovate the organizational model and operational mechanism of enterprise alliances. In addition, in order to resolutely prevent and curb major safety production accidents, the Ministry of Transport has also formulated the "Work Plan for Preventing and Resolving Major Safety Production Risks to Ensure Transportation Safety". The Plan requires the transportation system to always adhere to the principle of putting the people at the center, effectively control major risks and hidden dangers in transportation safety production, effectively curb major safety production accidents, and achieve a dual reduction in the number of safety production accidents and the number of deaths and missing persons. We must continue to maintain a high-pressure situation in industry safety supervision and law enforcement, and establish a reporting mechanism for monthly safety production work, major risk control, and major hazard investigation and governance. We need to study and formulate a safe transportation construction outline and the "14th Five Year Plan" for safe development, and actively promote the construction of a safe production and integrity system.


Since the 18th National Congress of the Communist Party of China, the Ministry of Transport has conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council, effectively played the fundamental and main role of transportation in the development of the logistics industry, and promoted the "cost reduction and efficiency increase" of the logistics industry.
